Mitin’s team contribute to our Smart City commitment and make full use of new technology to help track and solve problems such as fly tipping and graffiti. But what many residents value most is his ability to listen. For example, when residents were telling him about carrying out gardening improvements and the positive impact that it has on their wellbeing, he and his team engaged with residents, working closely with them to give them garden areas they could be proud of and a vibrant community.

The Role:

As an Engagement and Communications Support Officer, you can make your own contribution to Westminster’s success. This is an opportunity to support one of the council’s most high-profile infrastructure programmes – the future of the Pimlico District Heating Undertaking (PDHU) – by helping to deliver inclusive, well-planned and transparent community engagement.

Reporting to the Engagement and Communications Lead, you’ll help operationalise the PDHU engagement strategy – building and maintaining trusted relationships with residents, businesses, local groups and other stakeholders. Comfortable working with a range of people – from local residents and community groups to technical teams and delivery partners – you will have to support engagement activity that can potentially involve sensitive or emotive topics. Your work will help ensure that those affected by changes to the PDHU are well informed, able to participate fully, and feel their voices are heard.

You’ll help deliver a variety of engagement activities, including inclusive resident meetings, consultation events and accessible communications. You’ll contribute to presentations, newsletters and digital content in collaboration with the Strategic Communications team, and support the team in responding to stakeholder queries, complaints and Freedom of Information requests.

Working across council departments, you’ll align messages and maximise opportunities for engagement, acting as a link between the programme team and the wider community. You’ll also take an active role in organising and supporting engagement with underrepresented groups, helping to remove barriers to participation and ensuring accessibility for all, including those with disabilities or language needs.

With a calm and professional approach, you’ll support the tracking of engagement activities, gathering feedback and preparing summary reports for senior leaders and Cabinet Members. You’ll help capture “you said, we did” outcomes that demonstrate how community input is shaping the programme.

About You:

You are an organised and people-focused professional with a proven ability to support the design and delivery of effective engagement and communications strategies. You bring experience working in complex, high-profile environments – particularly within local government, housing, regeneration or infrastructure – and are confident engaging with a broad range of stakeholders, including residents, community groups, and local partners.

You have a track record of working with diverse communities, with a strong understanding of how to make engagement inclusive and accessible to underrepresented and marginalised groups. Your approach is adaptable and creative, drawing on both digital and traditional communication tools – including websites, newsletters, and social media – to ensure messages reach and resonate with varied audiences.

You are confident in supporting stakeholder engagement activity, whether helping to organise inclusive public meetings, facilitating workshops, or tracking and responding to stakeholder queries. You have excellent written and verbal communication skills, with the ability to draft clear, user-friendly materials and contribute to data-informed reports.


You also have the analytical skills to review engagement data, extract insight, and support the continuous improvement of strategies and activities.

You are collaborative and relationship-driven – able to work across teams, build trust with partners and colleagues, and maintain a positive, professional approach even when dealing with sensitive topics or differing views. Flexible when needed, you understand that there might be an occasional need to support community events or consultation activity outside the usual 9-5 and are willing to work around it.

Most importantly, you will be passionate about communication, community and making a difference. You’ll ensure that local voices and residents are always informed and involved in infrastructure projects.
