Head of Finance and CASS & Safeguarding Oversight Officer

We are seeking an experienced and dual-skilled Head of Finance and CASS & Safeguarding Oversight Officer. This role combines the critical function of regulatory oversight over client money protection with operational support for the finance team. The candidate will bear primary responsibility for ensuring strict compliance with FCA CASS rules and Safeguarding requirements, while also supporting the Treasury function and the CFO.
Key Responsibilities
1. CASS & Safeguarding Oversight
Designated Oversight Officer: Serve as the designated Oversight Officer for all processes related to the segregation and safeguarding of client funds, ensuring full compliance with the Payment Services Regulations (PSRs) and E-Money Directives.
CASS SME & Compliance: Act as the internal Subject Matter Expert (SME) on the FCA's CASS (Client Asset Sourcebook) rules. Ensure the design, implementation, and maintenance of internal controls, policies, procedures, and training necessary to meet CASS standards.
Reporting & Reconciliation: Oversee daily client money reconciliation processes and ensure robust, detailed record-keeping that satisfies regulatory requirements for client money identification and reporting.
Audit Management: Coordinate and manage the annual CASS Audit and other regulatory inspections.
Regulatory Liaison: Support interaction and provide necessary reporting to regulatory bodies (e.g., FCA) regarding safeguarding arrangements.
2. Finance & Treasury Support
Treasury Support: Provide substantial support to the Treasury function, including monitoring daily cash flows, managing operational liquidity, and overseeing bank accounts.
Financial Operations: Oversee key finance operations such as general ledger maintenance, accounts payable/receivable, and payroll, ensuring timeliness and accuracy.
Reporting Assistance: Assist in the preparation of monthly and quarterly financial reports.
Planning Support: Provide assistance with the annual budgeting process, financial forecasting, and variance analysis.
Process Improvement: Support the optimisation of financial systems and processes to improve efficiency and ensure CASS-compliant record-keeping.
3.Cross-Functional Partnership
Collaborate closely with Compliance, Risk, Legal, and Operations teams to ensure financial processes seamlessly integrate with regulatory requirements.
Qualifications & Skills
Experience: Minimum of 5+ years of progressive experience in finance or accounting, including experience in a regulated payments or FinTech company.
Regulatory Expertise (Crucial): Mandatory deep expertise and hands-on experience with Client Money Safeguarding requirements (PSD2/E-Money Directives) and the FCA's CASS (Client Asset Sourcebook) rules within a Payment Institution (PI) or E-Money Institution (EMI) setting.
Education: Bachelor’s degree in Finance, Accounting, or a related field.
