Royal Mail is undergoing one of the most significant technology and transformation journeys in its history — and we’re looking for a Strategic Portfolio & Resourcing Insights Manager to play a pivotal role at the heart of it.

Sitting within the CIO Office’s Technology Programme Office & Governance function, this is a high‑impact role that blends portfolio insight, data analytics, strategic reporting, and cross‑functional leadership. You’ll work closely with the CIO, Technology Leadership Team, and Heads of Central Functions to shape how we invest, plan, and deliver across a large and complex technology portfolio.

This is a senior hands‑on role — ideal for someone who thrives in a fast‑paced, varied environment, enjoys rolling up their sleeves, and can influence without direct authority. Y

What You’ll Be Doing

• Delivering high‑quality, data‑driven insights across financials, delivery performance, risk, and outcomes

• Leading the adoption, optimisation, and continuous improvement of Planview across more than 400 users

• Enhancing portfolio tooling, reporting, and automation to drive maturity and efficiency

• Upholding data integrity, governance, and quality standards across the Technology Portfolio

• Producing executive‑level reporting and shaping strategic narratives for senior stakeholders

• Partnering with Technology, Finance, Operations, Commercial, and Transformation teams

• Supporting PI Planning and operating within Agile and hybrid delivery environments

• Providing resource and capacity insights to help optimise how teams are deployed

This role has broad visibility and influence across the organisation, with the opportunity to contribute to major new initiatives and transformation programmes.

Key Skills & Experience

• Strong expertise in Planview or equivalent enterprise portfolio management tooling

• Advanced Power BI (or QlikView) skills with the ability to visualise complex data clearly

• Proven experience in portfolio management, PMO, or technology governance

• Strong stakeholder engagement and communication skills, including senior audiences

• Experience working in Agile and Waterfall delivery environments

• A continuous improvement mindset with meticulous attention to data integrity

Desirable Experience

• Driving system adoption and behavioural change across large user communities

• Familiarity with JIRA, Confluence, and related delivery tooling

• Professional certifications (PRINCE2, PMP, SAFe, etc.)

• Knowledge of data governance frameworks and portfolio investment processes
