Main Purpose of the Job / Key Objectives
- Support the Council’s statutory duty under the Crime and Disorder Act 1998 to prevent crime and disorder, working in partnership with agencies such as the Police, Fire, and other statutory and enforcement partners.
- Carry out civil and criminal enforcement duties, including Injunctions, By-laws, and other delegated powers.
- Conduct proactive and responsive patrols across the borough to address crime, anti-social behaviour (ASB), nuisance, environmental offences, traffic/highway infringements, and related issues.
- Provide visible enforcement presence to reassure the community and deter offending behaviour.
- Act as a professional ambassador for the Council in all public-facing duties.
Job Context
- Reports to: Senior Enforcement Officer (who reports to the Enforcement Manager).
- Works across wards and boundaries, responding flexibly to borough-wide priorities.
- Undertakes enforcement activity in areas including rough sleeping, ASB, public nuisance, licensing, environmental crime, and other public protection matters.
- Required to work evenings, nights, weekends, and public holidays to meet service needs.
- Key Accountabilities
- Deliver enforcement activities to ensure compliance with legislation and secure effective service outcomes.
- Provide timely and professional responses to service requests, complaints, Member enquiries, and community concerns.
- Maintain accurate records, case files, and reports in accordance with legal and service requirements.
- Investigate civil and criminal offences, collecting evidence in line with PACE 1984, CPIA 1996, and other relevant legislation.
- Prepare legal case files and represent the Council in court or hearings when required.
- Undertake training and maintain knowledge of relevant legislation, enforcement practices, and technical equipment.
- Work collaboratively with partner agencies to deliver joint enforcement and community safety outcomes.
- Represent the Council at Ward, Councillor, and Community meetings.
- Contribute to emergency planning duties and act as Local Authority Liaison Officer (LALO) when required.
- Ensure compliance with Health & Safety, equality, safeguarding, and GDPR policies.
Qualifications
- Valid Community Safety Accreditation Scheme (CSAS) Certificate (or willingness to work towards).
- Must pass CSAS NPPV/2 Police Vetting.
- DBS clearance (essential).
- Full, current manual driving licence (provisional not accepted).
- Willingness to undertake Council’s driver and pedal cycle assessments.

Experience
- Recent experience in investigative, enforcement, or related environment.
- Working directly with the public in a diverse urban setting.
- Evidence of working independently and effectively within a team.
- Experience using ICT systems, radios, and digital enforcement tools.
Skills and Abilities
- Strong literacy, numeracy, and report writing skills.
- Ability to apply civil and criminal law powers in practical scenarios.
- Effective conflict resolution and risk assessment skills.
- Confidence to work independently, including lone patrols, and make sound decisions.
- Strong communication and interpersonal skills to foster relationships with Police, partners, and community groups.
- Ability to use ICT, communications, and enforcement systems effectively.
- Ability to manage workload and meet deadlines in demanding environments.

- Outdoor patrol duties in all weather conditions (on foot or by cycle/vehicle).
