The PPG Risk, Assurance & Governance Team operates at Group level to provide strategic oversight and delivery of HMRC's Risk and Control Framework.
We support the Senior Leadership Team (SLT) and Executive Committee (ExCom) with robust risk management, assurance planning, and governance reporting.

Our current work spans HR, Estates, UBS, and transformation programmes and we are central to embedding a proactive risk culture across the organisation.

Job description

We are recruiting two Senior Officers to join a team to lead and deliver core elements of the Governance Framework.

The focus will be primarily on Assurance, Governance and Risk, with the roles being interchangeable and collaborative.

You will deputise for the G7 Lead and manage Higher Officers (HOs), ensuring delivery of key commissions and reporting cycles.

Person specification

  • Lead delivery of second-line assurance activities, including mapping, planning, and reporting.
  • Coordinate governance submissions for SLT, ExCom, and Audit & Risk Committee (ARC), ensuring timely and high-quality outputs.
  • Maintain and update risk registers in Riskonnect, supporting Tier 1-3 risk reviews and thematic realignment.
  • Track and validate Internal Audit Management Actions (AMAs), ensuring timely closure and escalation where needed.
  • Support the development of the Annual Governance Statement and contribute to the Annual Report and Accounts.
  • Provide line management and coaching to HOs, supporting their development and delivery.
  • Deputise for the G7 Lead across governance forums, stakeholder engagement, and strategic planning.
  • Engage with business areas to embed the Risk & Control Framework, including Essential Management Checks (EMCs).
  • Lead on Business Continuity Planning refresh and testing across integrated functions.
  • Support the Risk Maturity Improvement Plan and drive cultural change through training and capability building.
Essential Criteria
  • Experience in risk, assurance, or governance roles ideally within a public sector or regulated environment.
  • Proven ability to manage complex reporting cycles and deliver to tight deadlines.
  • Strong communication and influencing skills with experience of effectively engaging with senior stakeholders and securing successful outcomes.
  • Ability to analyse complex information and translate it into actionable insights.
  • Experience of line management or team leadership, with a focus on coaching and development.
  • Ability to work under pressure and to respond quickly to changing circumstances and tight deadlines as priorities evolve.
Desirable Criteria
  • A working knowledge of HMRC's Risk and Control Framework and Riskonnect tooling.
  • Understanding of the Three Lines of Defence model and its application.
  • A Risk Management qualification (such as Institute of Risk Management (IRM)) or willingness to work towards one.

Sift

Interview

During the panel interview, your Experience will be assessed and you will be asked Behaviour-based questions on the following - Communicating and Influencing, Delivering at Pace, Leadership and Seeing the Big Picture; to explore in detail what you are capable of, what you enjoy and your motivations relevant to the job role.

Interviews will take place virtually via video link.

Hybrid working at HMRC

HMRC is an office-based organisation, and colleagues are expected to spend 60% of their working time in the office.
