CMPD Lead Analyst

DWP is looking to fill a Lead Analyst role in the Contract Management and Partnership Delivery (CMPD) directorate.

The primary focus of the role is to provide leadership for a large analytical division - Contracted Health and Employment Analysis (CHEA) that supports the Director and six other Deputy Director-led divisions in CMPD in decision-making, programme design, performance management, continuous improvement and in ensuring the department only pays for the service and outcomes it requires.

The role provides critical analytical advice to a wide set of stakeholders including Ministers/HMT to support decision-making around future investment, design and commercial procurement of new contracts / delivery of grants and extensions, alongside working with strategy/policy in evaluating provision and building the evidence base. The post holder is responsible for leading for a geographically dispersed team of c50 colleagues from all the analytical professions and generalists who specialise in data and management information.

Setting a clear overall vision for analytical work in CMPD in collaboration with the Director and other Deputy Directors - championing the use of quality analysis so that it has maximum influence over the work of the directorate, the department and its delivery partners.

Strong personal leadership, setting a clear vision and objectives for the division, building capability, pride and staff engagement whilst effectively managing performance, continuing to push the boundaries in building a collaborative divisional culture and harnessing expertise from all professions and individuals.

Collaborating with colleagues across DWP and externally to ensure the right analysis is developed, understood and applied to drive the successful ongoing delivery of employment programmes, such as Restart, that support hundreds of thousands of people at a cost c£400m per annum. Whilst also influencing stakeholders across DWP and HMT to make good funding decisions.

Ensuring we have the right MI and analysis in place to support decision making, funding and performance management for the Functional Assessment Service (FAS) contracts - delivering c2 million assessments per year, a critical part of the department's delivery infrastructure and costing over £600m per annum. Provide analytical advice at the highest levels through formal submission and verbally (e.g. Perm Sec, Ministers, SoS, HMT) and present analysis and evidence to external organisations e.g. National Audit Office, Office for Budgetary Responsibility, Major Projects Review Group, providers and academics.

As a member of the Senior Civil Service and Senior Analytical Leadership Team, the CMPD Lead Analyst has wider leadership responsibilities across the department, visibly leading on activities that support improved diversity and inclusion, talent and capability growth.
