Purpose of the Role
Manage and motivate a specialist engineering team which includes Project Manager, Reliability Engineer and Warranty Engineer to ensure the efficient and effective maintenance and repair of plant, supporting the delivery of Network Rail projects.
To deliver the required work in a safe and effective manner, conforming to contract specification and to provide the first level response to any machine failures, and ensuring a high level of cleanliness, reliability and performance is achieved.
Person Specification
- Always have safety as the primary consideration in all aspects of delivering and managing the people, process and equipment in Colas Rail.
- Have a minimum 3 years experience of maintenance of large rail plant or systems
- Have excellent planning & organisational capabilities.
- Have previous project management/engineering experience
- Excellent communication and motivation skills essential.
- Have knowledge and experience of railway rules, regulations & standards, and relevant safety legislation
- Have knowledge of Health and Safety at Work Act
- Be trained in Risk Management or Risk Assessment techniques
- Have a knowledge of accident investigation techniques
- Hold a PTS
- Have an understanding of Network Rail Line Standards
- Be extensively computer literate.
- Understand commercial processes and requirements.
- Ensure that mandatory PPE is worn by all staff, at all times.
- Participate in regular monthly safety meeting.
- Participate in Accident and Incident reporting and investigation as instructed and in accordance with the Safety Management System
Key Responsibilities
- Participate in regular monthly safety briefs with the Plant Operations Manager.
- Hold monthly safety meeting with direct reports including monthly Cascade Safety Brief, ensuring effective communication throughout the team.
- Ensure that all staff are briefed on the technical and administrative instructions and records kept accordingly.
- Ensure that adequate resources are planned and available for all work sites, informing the Plant Operations Manager of issues for concern.
- Ensure System is operated in a safe manner and all safety locks are in place & safe for travelling on the infrastructure.
- Ensure safety task briefs are properly briefed to the system team.
- Responsible for the safe and effective operation of the machines, keeping the Plant Operations Manager updated on production progress, machine progress and any reportable accidents or incidents.
- Establish key foreseeable delivery risks and initiate appropriate mitigation measures.
- Ensure you achieve high levels of safety, performance, attendance and behavioral standards.
- To ensure that all contract, technical and administrative instructions are implemented.
- Carry out daily checks and servicing in accordance with the laid down procedures.
- To promote, through proactive participation, improvements in Safety, Health and Environmental management in line with the objectives set by the Plant Operations Manager.
- Carry out internal checks and inspections as directed including Safety inspections.
- Accurate and prompt reporting of all faults in accordance with Colas Rail procedures.
- Ensure any reactive maintenance carried out is promptly recorded and reported to the Maintenance Supervisor in a timely manner.
- Ensure that all machines are kept in an exceptionally clean and respectable condition both inside and out, whilst ensuring an adequate on board supply of appropriate tools, components, welfare materials and supplies to facilitate the highest standards of welfare and effective and timely maintenance and operational repairs.
- To be responsible for all on-board welfare including toilets, sinks and cupboards. These are to be kept in a reasonable and clean condition, including the responsibility to clean and ensure these items remain clean using commercial cleaning products, and further to raise through defined reporting channels if these facilities are found to be in an unacceptable condition.
- Collaborate effectively with and respond to the needs of the Network Rail, whilst working as an integral part of the NR delivery team. Ensure that all Colas Rail and Network Rail daily work returns, forms and processes are completed in an accurate and timely manner.
- Identify any potential innovative procedure or process that could be developed and adopted to improve machine performance, output or delivery quality to provide a world class service to our customers.
- Act as instructed to fulfill for the duties of On-Call for the purposes of technical assistance, incidents and accidents as required.
- Report to Colas Control as required including for accidents, incidents, emergencies or operational issues, booking on/off duty, notification of exceedance etc.
- Any other reasonable duties as required from time to time.
