Technical Inspector
5 Month Contract With A Local Authority
Job Purpose
To lead the commercial management, quality assurance, and cost control of internal Direct Labour Organisation (DLO) and external contractor repair services, ensuring works are delivered to the highest standards of quality, compliance, value for money, and financial integrity. The role is responsible for delivering an effective inspection and auditing function across responsive repairs, voids, disrepair, electrical compliance, and planned works, while supporting performance monitoring, continuous improvement, and informed operational decision-making.
Key Responsibilities
- Carry out pre-inspections, in-flight inspections, and post-inspections of repair and maintenance works to identify defects, verify quality, and ensure accurate coding and specifications.
- Conduct desktop inspections to validate contractor claims, coding accuracy, and subcontractor margins.
- Quality check completed works against contractual standards, including NATFED and bespoke Schedule of Rates requirements.
- Monitor contractor and subcontractor coding trends, challenging inconsistencies and raising concerns through contract performance meetings.
- Prepare reports demonstrating compliance with Property Services policies and ensure void properties meet required lettable standards.
- Work collaboratively with DLO teams and management to identify trends in work quality, defects, and service delivery issues.
- Undertake root-cause analysis relating to recurring workmanship, material, or equipment defects to support service improvement.
- Monitor recall works and ensure issues are resolved to customer satisfaction.
- Identify rechargeable works and latent defect or guarantee-related repairs and escalate appropriately.
- Ensure compliance with legislation, procurement requirements, governance frameworks, financial regulations, and Health & Safety standards.
- Maintain accurate inspection records, reports, photographs, and ICT system updates.
- Provide performance monitoring, cost analysis, forecasting, and auditing support across repairs workstreams.
- Build effective working relationships with internal teams, contractors, residents, and external stakeholders.
- Support continuous improvement initiatives and recommend enhancements to working practices, materials, and service delivery.
- Participate in training, professional development, and appraisal activities.
Requirements
- Relevant trade, technical, or construction-related qualification such as NVQ, City & Guilds, or equivalent.
- Experience within repairs, maintenance, housing, or building trades environments.
- Strong knowledge of repairs operations, maintenance processes, and building/trade practices.
- Understanding of commercial management, cost control, auditing, and contractor payment mechanisms.
- Knowledge of Schedule of Rates (SoRs), valuations, and financial governance principles.
- Understanding of statutory compliance, Health & Safety regulations, and housing service standards.
- Strong analytical and problem-solving skills with the ability to identify trends and inefficiencies.
- Ability to confidently challenge contractor performance, pricing, and quality issues.
- Excellent written and verbal communication skills.
- Strong report writing and record-keeping abilities.
- Effective stakeholder management and collaborative working skills.
- Ability to manage workloads, meet deadlines, and work independently.
