Programme Manager - Social Care Improvement

The Programme Management Consultant will take individual responsibility for shaping, coordinating and accelerating a six-month transformation programme.You will work closely with senior leaders to clarify priorities, establish effective programme governance and create a transparent view of progress, risks, dependencies and decisions. Your role will be to help the organisation move from broad ambition to focused, measurable and sustainable delivery.

• Complete a rapid assessment of the existing transformation portfolio, delivery capability and performance arrangements.
• Translate strategic objectives into a prioritised six-month programme plan with clear outcomes, milestones and accountabilities.
• Establish proportionate programme governance, including decision forums, reporting cycles, escalation routes and change controls.
• Create and maintain an integrated programme plan, delivery roadmap, RAID log and dependency map.
• Clarify roles and responsibilities across senior leaders, operational teams and enabling functions.
• Define practical success measures, KPIs and reporting dashboards covering service, operational, financial and delivery performance.
• Produce clear, decision-oriented reporting for executive and programme governance meetings.
• Identify emerging risks, delivery barriers and competing priorities, recommending practical interventions.
• Facilitate programme reviews, planning sessions and senior stakeholder workshops.
• Coordinate interdependent workstreams without taking operational ownership away from internal leaders.
• Use performance data and operational insight to identify opportunities for improvement.
• Support initiatives involving data foundations, business intelligence, technology, AI, systems and operating-model development.
• Strengthen internal programme management capability through coaching, templates and pragmatic delivery disciplines.
• Build constructive relationships across the organisation, creating alignment while respectfully challenging assumptions and weak ownership.
• Develop a clear handover and sustainability plan so that improvements continue after the assignment concludes.
