Team Overview
The Public Policy team sits at the centre of Ofcom. We lead on Ofcom’s engagement with Parliament and Government across our full remit. Collaborating internally across all policy teams and functions, we ensure the incorporation of wider public policy considerations into Ofcom’s work. Our responsibilities include coordinating Ofcom's engagement with Government, Parliament, and Ofcom’s work through the Digital Regulation Cooperation Forum.
The team’s role is to support the Board, senior management and the wider organisation to ensure Ofcom fully understands and participates in public debates about how best to make communications work for consumers. The work of the team is fast paced, collaborative and blends both internal and external stakeholder engagement. Some team members also work as part of the DRCF Core team, working directly with the DRCF CEO to support the portfolio of cooperation on digital matters between the four member regulators, the CMA, the ICO, the FCA and Ofcom.
Purpose of the Role
The DRCF brings together the Competition and Markets Authority (CMA), the Financial Conduct Authority (FCA), the Information Commissioner’s Office (ICO) and Ofcom to support regulatory coordination in digital markets. The DRCF is supported by a core team of employees from all four member regulators to help set the agenda for the DRCF, engage with stakeholders and drive delivery of its workplan.
We are looking for an experienced public affairs associate to join the DRCF Core team as a DRCF Engagement Manager. Reporting to the DRCF Head of Engagement, in this role you will help drive the DRCF’s engagement strategy: to explain the work of the DRCF, understand the priorities of Government, Parliament, businesses and wider regulatory stakeholders that relate to the DRCF’s work, and promote the outputs of DRCF projects. You will be a full-time, permanent employee of Ofcom with a role in the DRCF core team. The DRCF Core Team embraces flexible working, with opportunities to work in Ofcom and the CMA offices.
DRCF core team members have the opportunity to work closely with staff from all four member regulators on a daily basis, and to understand digital regulation from multiple perspectives.
Key responsibilities
You will be involved in thinking about the future of digital regulation and gain experience engaging at the most senior levels with decision makers on digital regulatory matters.
You will shape and drive the DRCF’s UK Government and Parliamentary engagement across different policy issues.
Be a key point of contact for UK Government departments and other external stakeholders on policy queries, working with internal teams to ensure responses are accurate, high-quality and well communicated.
You will support engagement with DRCF’s wider external stakeholders including business, think tanks and other regulators.
Develop clear and concise briefings and summaries for the DRCF CEO and senior colleagues of the DRCF members.
Coordinate and deliver DRCF events.
Contribute to the effective management of the DRCF’s engagement with Parliament by monitoring Parliamentary business, identifying opportunities for engaging with MPs, Peers, Committees and APPGs and recording/reporting on that engagement.
Ensure relevant DRCF teams are aware of relevant external policy developments through regular monitoring, as well as by scanning ahead and spotting opportunities.
Build relationships with public policy and communications colleagues in the DRCF members to support a joined-up approa ch, including through chairing monthly cross-DRCF networks.
Skills, Knowledge and experience
Proven experience working with or alongside Government, Parliament, and regulatory bodies, with a strong grasp of effective engagement strategies.
Strong understanding of political processes and policy-making , particularly in digital regulation.
Executing Plans: An ability to juggle a diverse workload and respond to changing priorities in a fast-paced environment. Have strong attention to detail and accuracy and in making sure your work is of the appropriate quality.
Articulating Ideas: Written and oral communication skills, including the ability to get complex information across clearly and concisely, presenting to a range of audiences
Forming Relationship: Experience in building and maintaining collaborative relationships with a range of stakeholders, including senior colleagues, and external organisations.
Personal Accountability: Able to work independently, demonstrating flexibility and adaptability and supporting a culture of collaboration and trust.
