Redevelopment Programme Director - Sustainability & Infrastructure
• Lead and develop the Redevelopment Programme Plan to:
o Deliver the sustainability objectives of the estate blueprints including;
• delivery of the Public Sector Decarbonisation Funding project
• high voltage/ low voltage ring upgrade at UHL project
• and PV installation project.
• Working autonomously to manage the Steering Groups and Programme Boards.
• Ensuring managers requested to attend the Programme Board meetings are prepared and supported.
• Ensuring actions resulting from the Programme Board and Steering Groups are tracked and implemented.
• Develop business cases to deliver the projects including commercial expertise to develop the right delivery solutions for construction
• Strategically leading on the phased approach to infrastructure upgrades at the UHL site and implementing sustainable methodology to construction projects and management
• Post holder is advisor to the Board and will therefore work autonomously. Key requirements for the role include strong communication, presentational and programme management skills. • This post is responsible for line management of the Programme Team Office.
• Line manage and performance appraisal in adherence to the Trust Appraisal process Financial
• Responsible for capital planning and expenditure in the programme (potential programme value exceeding £50m)
• Contractual management of Trust external advisors
• Lead key procurement activities, providing advice to the Programme Board on VFM Partnerships
• Support relationship development with Local Authority and other statutory and voluntary organisations
• Manage relationship with external funders (Salix and NHSE) Communications and Relationships
• (Effectively and proactively lead a personal portfolio of concurrent, complex design and planning development projects
• Use a high level of concentration and apply expertise to analyse large volumes of complex and conflicting data. This includes ensuring appropriate capture of data through surveys and audit, presenting information obtained to a wide range of audiences in a way that they would understand and be able to take action.
• Support the work stream leads to achieve project objectives within agreed and specific timescales, liaising with staff of all levels and professions to achieve this.
• Utilise IT programmes to organise and interrogate data to produce evaluation and monitoring reports on projects and programmes.
• Appraise the quality of information, undertake audits where required and make judgements regarding the action taken in light of the information, which may be limited.
• Ensure detailed design of new service models including design of new policies, processes, roles, relationships, protocols etc.
• Employ excellent change management, facilitation and negotiation skills to encourage full participation of project team members
• Influence the roles of individuals in change management, service improvement and service delivery.
• Provide drive and challenge to achieve change objectives as rapidly as possible.
• Act as an ambassador for the Trust both internally and externally
• Develop and deploy communication strategies appropriate to the level and complexity of change within projects
• Employ expert negotiation and diplomacy skills with all key working relationships in order to communicate highly complex and frequently sensitive or contentious information necessary to achieve the programme goals Person specification Experience Essential criteria
- Significant experience in senior management
- Proven experience of developing Business cases, and securing approval
- Experience in developing and delivering strategic and service change at scale

- Previous experience of working in healthcare setting
- Previous experience of working on redevelopment or transformation programmes
- Previous experience of delivering sustainability projects
- Educated to masters degree level or equivalent
- Built environment related professional qualifications (engineering, design, planning, construction management)
- LEAN training or equivalent range of SI methodology skills / training
- Project management qualification Prince 2 or equivalent.
- Engineering qualification
- Understanding of the NHS Plan and National, local and strategic agenda
