The post holder will work in conjunction with the Service Management Team (General Manager & Deputy General Manager, Clinical Lead) to deliver effective services on behalf of the Care Group. This post is supported by a Deputy General Manager post. The post holder will be responsible for the management of key trust targets for the above services which includes Referral to Treatment (RTT) and cancer targets. The post holder will be expected to manage the cancer PTL and work collaboratively with the cancer MDT co-ordinator to provide monitoring and management support to all the cancer pathways for all services within the portfolio. Responsible for the management, monitoring and overseeing of clinic and theatre capacity, utilisation, DNAs and ERS. The postholder will be responsible for the day to day oversight of our Surgical Admissions Team, The post holder will co-ordinate complaints, the obtaining of responses from other teams, investigations and drafting of complaint responses to within the Trust’s timeframes and any associated action plans. Maintain a complaints action log and quarterly reporting. Work collaboratively with the Trust’s complaints team and other personnel associated with complaints. Work effectively and collaboratively with senior nursing and medical teams the Head of Nursing and Clinical Director, and clinicians to ensure efficient and effective communication, processes and problem solving day to day issues are managed.

Main duties of the job

· Support General and Deputy General Manager, clinical and nursing leads in improving performance in key areas and achieving quality clinical services in line with the Care Group and Trust’s service strategy. Lead on drafting the monthly performance report with support from Deputy General Manager .Ensure outpatient waiting lists are validated and managed in accordance with Trust policies, targets set by the General Manager and national and local targets are met e.g. RTT .Present weekly RTT and cancer reports to the General and Deputy General Manager ,highlighting causes for concern and mitigating actions. Regularly review and update the directorate’s RTT/cancer governance standard operating procedure in line with the trust’s access policy and local reporting requirements. Work closely and effectively with the cancer MDT co-ordinator (including the clinical team) to monitor and expedite delays and ensure delivery of the 28 Day FDS target. Coordinate MDT discussions to investigate and respond to complaints/GP Alerts. Support clinicians to write concise responses and ensure that they are sent out within the agreed timeframe.

Detailed job description and main responsibilities

· To take a lead role in facilitating process improvement within designated service areas

· Alongside the lead clinicians, develop cancer improvement plans and take the management lead for service improvement and development

· Regularly review and update the directorate’s RTT / cancer governance standard operating procedure in line with the trust’s access policy and local reporting requirements

· In conjunction with the management team, contribute to the development and production of the business plan and assist in the writing of business cases for service development

· Ensure departments implement as required Trust outpatient improvement initiatives e.g. paperless clinics

· To liaise with clinical staff at all times, ensuring that their interests and ideas are incorporated into service planning and developments in conjunction with the Trust’s strategy

· To assist in change management projects within the department, Care Group and across the Trust; leading the projects where requested

· provide support in the development and implementation of R&D education and training programmes within the service

· To assist with the production of accurate information for the Trust’s website and Electronic Referral System (e-RS)

· Lead on organisation of meetings for clinical governance and service meetings, producing minutes and agendas in a timely manner

Education, Experience and knowledge

Essential criteria
  • Expert knowledge of 18 Week RTT and validating pathways
  • Experience of leading on key performance targets
  • Knowledge and understanding of service improvement and practical use of tools that lead to service improvement
  • Sound understanding of HR processes and experience of staff management.
  • Able to represent the service and the Trust at internal and external meetings e.g. KHP

Desirable criteria
  • Experience of managing an SDEC Unit and pathways

Knowledge and Skills

Essential criteria
  • Knowledge and understanding of service improvement and practical use of tools that lead to service improvement
  • Able to lead a team to achieve results
  • Demonstrate ability to successfully initiate, manage and sustain change
  • Ability to identify risks and develop / present plans to mitigate these risks.
  • Able to deliver objectives within an agreed timeframe

Desirable criteria
  • Awareness and understanding of current health issues in the context of the NHS and the changing NHS environment
  • Experience of leading on key performance targets
  • Able to measure progress against targets.
  • Excellent IT skills

Education and Qualification

Essential criteria
  • Educated to degree level or equivalent knowledge, skills and experience
  • Experience in a management role

Desirable criteria
  • Masters Degree, NVQ, BTEC, ILM
  • PRINCE 2
  • Process Mapping
