HMRC's Fraud Investigation Service (FIS) is responsible for the department's civil and criminal investigations. Covert Operations, Digital Exploitation (CODE) sits within FIS. Working across Law Enforcement and government, CODE provides investigative tools and covert techniques to front-line investigations and works with key partners to develop and provide access to new technology and systems to enable investigators to respond to serious and complex tax evasion and crime. Fraud Investigation Service (FIS) is home to a wide range of people with a variety of skills and professional backgrounds - including accountants, cybercrime specialists, criminal justice professionals, tax professionals and operational delivery support teams to name but a few. We use a range of powers and approaches to protect funding for UK public services, investigating the most harmful tax cheats and ensuring nobody is beyond our reach. CODE is the specialist support business area responsible for the provision of enhanced digital and specialist technological support to FIS investigations. CODE provides investigative tools and techniques to front-line investigations and works with key partners to develop and provide access to new technology and systems to enable investigators to respond to serious and complex tax evasion and crime. Job description The Central Authorities Bureau (CAB) is part of CODE within FIS. CAB is responsible for the management and control of covert surveillance activity conducted under RIPA 2000 and the Police Act 1997 and Prison Rules, maintaining the central record of such authorities. The CAB is HMRC's single point of contact with the Investigatory Powers Commissioners Office (IPCO) and manages their annual inspection process. The CAB also assures and oversees the tasking of specialist and technical resources, report compromises and develop operational policy. Person specification As a CAB Assurance Officer, you will provide comprehensive written and verbal advice to the business on Surveillance matters. You will provide written assurance on applications and other associated documents for Directed Surveillance and Prison Surveillance, drafting authorities in readiness for the Authorising Officer to consider whilst understanding and complying with the legal time constraints that influence the workflows of the CAB and the wider HMRC business. Other duties include:- Maintaining the lawfully required Central Record of Authorities.
- Managing workflow processes.
- Influencing senior managers.
- Liaising with other Law Enforcement Agencies and the Investigatory Powers Commissioners Office.
- Representing FIS CODE at meetings with other agencies.
- Taking minutes at meetings.
- Strong written and oral communication skills.
- Demonstrates a high level of attention to detail, ensuring accuracy and consistency in all aspects of work, including documentation, data handling, and task execution.
- Proven ability to interpret and analyse complex regulatory frameworks and legal documentation, applying sound judgment to ensure compliance and inform decision-making.
- Good working knowledge of Office 365 platforms (Excel, O365 / Teams / SharePoint).
- Evidence of being able to prioritise effectively, in a changing environment against competing workflow priorities and demands to deliver to strict deadlines.
- Evidence of working collaboratively within an internal team, both in the office and remotely.
- Ability to develop effective working relationships with a range of external stakeholders to support delivery of business outcomes.
