The Role:

As an Internal Communications Manager, you too can make a powerful contribution. Working closely with the Head of Internal Communications, you’ll be key to keeping Council staff engaged.

To achieve this, you’ll lead the development and management of audience-driven, evidence-based campaigns. These will be based on the government’s Objectives, Audience, Strategy, Implementation and Scoring model (OASIS) and in support of their priorities, from planning right through to ongoing evaluation.

You will be responsible for day-to-day running of our internal communication channels and events. Through that, you will keep staff informed, engaged and connected. You’ll promote the Westminster Way, which is our commitment to cultural change and help to embed equity, diversity and inclusion into everything we do. You’ll be comfortable responding to sensitive issues too.

For each campaign, you’ll develop key messages and narratives, based on the Council’s corporate strategy. You’ll be hands-on with creative development – including writing copy, overseeing video and photo shoots. To do this, you’ll work with the Creative Studio and external agencies. Always, it’ll be imperative to ensure that content is delivered on time, to a high standard, and in step with our brand identity. All campaigns will be effective, measurable and have transparent outcomes.

Insight and evaluation will be key. You’ll understand and report on audience perception and behaviours, working out the best way to reach out and make an impression. You’ll evaluate campaign effectiveness against SMART objectives, review lessons learnt and compare with industry best practice – all so that our next campaign is better.

Teamwork will be a huge part of your role. You’ll support the Head of Internal Communications in building and shaping the team for efficient, effective delivery. You’ll work with Communications Business Partners to ensure activity aligns with the communications workplan, and take ownership of timely, accurate updates to campaign planning tools like the Grid and Internal Communications planning tools. We’d also like you to be enthusiastic about inspiring the team – through training, coaching, and visible leadership. Two senior internal communication managers will directly report to you.

About You:

To be a good fit, you’ll bring a wealth of experience in marketing and communications. You’ve line managed, budgeted, developed strategies, and delivered campaigns. This will have involved overseeing design, digital, and print projects. You stay on top of meeting service requirements and ensuring the best outcomes. Plus, you’ve managed internal communications through a time of organisational change or when sensitive issues needed to be handled.

You’re able to segment and understand audience behaviour, taking this insight to lead and develop messaging and creative content. You execute campaigns that target multiple internal audiences across internal platforms and networks. As well as this, you’re able to set realistic key performance indicators (KPIs), measure impact with analytical tools, and adapt campaigns based on feedback. You’re also adept at managing risks – reporting and finding ways to mitigate them. You’re experienced at working in a political environment. This has given you an understanding for how to respond to different, cross-organisational perspectives. Also, you’re familiar with the unique issues facing local government, and the legal, financial and political context of our work.

Our work environment can get busy. So, you’ll need to be able to be flexible, good at juggling responsibilities, and clear about your priorities.

You have excellent interpersonal and relationship-building skills, and can communicate clearly and accurately to a variety of stakeholders, including senior executives. This will be matched with excellent writing skills and a sharp eye for detail. You’re a strong leader, with a knack for motivating, informing and helping people reach their potential. A degree or qualification related to marketing and/or communication would be a benefit – however, this is not essential, we’re most interested in your relevant experience.
