Digital and Innovation in Westminster City Council is a world of extraordinary stories, where creative and enterprising people put local residents and businesses first.
Today, Westminster is the most connected borough in London. But, when David joined us in the mid-2010s, small businesses were still struggling to get connected to fibre. Without gigabit-capable broadband, some companies even resorted to biking memory sticks around the city, simply to share files with clients.
Although still in a junior role, David took the initiative and successfully made the business case for £2.8 million of European funding to support connectivity for small businesses across Westminster. Feedback from businesses has been overwhelmingly positive as the project has enhanced their communications with clients. The new connectivity allows them to make video calls and work remotely. As the pandemic hit and many more people needed to work from home, it became clear just how vital this investment had been.
Fast-forward a few years. Westminster is leading the way for connectivity, as a result of the project businesses are thriving, and David is heading up a service of his own responsible for delivery of the Smart City strategy.
The Role:
As a Senior Enterprise Architect, you can make your own powerful contribution to Westminster’s success. You’ll be a part of the Digital and Innovation Department, where you will be a pivotal leader in shaping the Council’s digital future. You will develop a holistic view of the organisation, covering business architecture, technology capabilities, information flows, and strategic direction. By understanding the needs of the Council and its users, you will help design and deliver scalable, sustainable solutions that drive meaningful change.
Your role will focus on building and maintaining an enterprise architecture that aligns business outcomes, operational models, and technology investments. This means designing target states, creating architectural roadmaps, and ensuring that all technology capabilities and business processes are strategically connected. You will develop and oversee design principles, models, and guidelines, making sure they meet user needs and drive organisational excellence.
Collaboration will be at the heart of your work. You will engage with stakeholders across the Council to understand their priorities, support product development, and ensure the successful application of architectural designs. As a trusted advisor, you will help shape strategies, lead innovation forums, and guide the experimentation of new technologies. Your expertise will enable the Council to make informed, benefits-led technology investments.
You will also play a key role in ensuring compliance with regulations, standards, and best practices, providing clear direction and mentorship to teams. As a coach and mentor, you will support colleagues in building their understanding of architecture, helping them solve complex problems and develop effective solutions.
Balancing current architecture with future innovation, you will ensure that technology investments are both cost-effective and value driven. Your work will directly contribute to the Council’s mission of delivering high-quality, user-centred services that make a real difference in the lives of Westminster’s residents and staff.

About You:
To excel in this role, you will bring a deep and comprehensive understanding of organisational design, planning, and architecture methods, including Design Thinking and agile governance. You are experienced in developing and implementing architecture frameworks in pragmatic and enabling ways, ensuring that technology and data strategies directly support business outcomes.
Your knowledge spans across enterprise and application design patterns, as well as industry-standard technology, security, and data standards. You understand the capabilities of a wide range of solutions, from open-source to proprietary, cloud, on-premises, and hybrid environments. This expertise allows you to design scalable, secure, and innovative solutions that align with the Council's goals.
A strategic thinker with a talent for problem-solving, you are comfortable navigating complexity and ambiguity. You can identify strategic and operational challenges, think laterally, and apply both analytical and creative skills to develop solutions. Your planning experience enables you to maintain a global view while contributing to multiple streams of programmes and projects.
Leadership is at the heart of your approach. You understand how to motivate and develop high-performing teams, providing clear direction and thought leadership. Your leadership style is adaptable, balancing empathy with accountability, and you are skilled at creating a culture of continuous learning and growth.
