Applicants are invited for the role of Senior Speciality Dr (Forensic Physician) and Clinical Education and Training Lead (CETL) within the Havens Sexual Assault Referral Centre (SARC) service in London. The post is 2 days (4PAs) per week and the postholder will be expected to undertake work on any of the Havens’ sites across London, as required by the service.

The postholder will work with other members of the Havens Training, Education, and Awareness Raising Team, to provide clinical, forensic and educational oversight to the training, professional development and awareness raising programmes within the Havens.

The role of the Clinical Education and Training Lead is to ensure that learning and development within the service is underpinned by a robust education and training governance framework.

Main duties of the job

Whilst the postholders primary role will be contributing to the development and delivery of education and training within the Havens, there are additional responsibilities that Senior Speciality Drs within the Havens service are expected to undertake. These include contributing to the out -of hours Senior Dr telephone advice rota. The postholder may also be required to provide other Senior Dr activities depending on service need and capacity.

Providing excellent care to those who have experienced a serious sexual offence is the main focus of the Havens' work. Working strategically and in partnership with other agencies (both statutory and voluntary sectors), should improve care for service users, whilst aiming to reduce the prevalence of sexual violence. It is envisaged that Havens Senior Speciality Drs will contribute to the development and delivery of aspects of these strategies, depending upon individual interests and experience.

Working for our organisation

The Havens is London's Sexual Assault Referral Centre (SARC) service, commissioned by NHS England and the Mayor's Office for Policing and Crime (MOPAC). Provided by King's College Hospital NHS
Foundation Trust, the service operates from three sites: Camberwell, Whitechapel and St Charles Hospital near Ladbroke Grove.
We offer a 24/7 service providing telephone advice, forensic examinations and immediate medical aftercare.
We also provide follow-up medical care, Independent Sexual Violence Advocacy (ISVA) and psychological services, which may be accessed up to a year post-assault.

Detailed job description and main responsibilities

Key duties and responsibilities of the Havens Clinical and Education Lead (CETL)
• To work with Clinical Leads and the Havens TEAR team to develop, deliver and evaluate specialist clinical skills programmes, competencies and ongoing professional development identified by service to support the delivery needs and ongoing quality assurance across all clinical services within the Havens.
• Work with Clinical Leads to ensure clinical standards, quality assurance and clinical governance agendas are mapped to clinical education within service areas.
• Support the development of systems and processes to underpin learning governance of all training and education, including impact evaluation, to audit education and training within allocated workstreams.
• Where necessary and in discussion with Clinical Leads, plan responsive clinical educational solutions, seeking collaborative inter-professional opportunities where appropriate, designed to ensure core education requirements identified by service are met.
• Oversee the programme of monthly peer review meetings for the Forensic Physician and Forensic Nurses Examiner team, including quarterly joint peer review meetings with crisis workers; ensuring summary reports align with FFLM/RCPCH recommendations and contribute to FSR evidence requirements for peer review.
• Contribute to the process developed with the TEAR team to assist Quarterly CD/DVD meetings.
• Contribute to the process developed with the TEAR team to chair monthly MDT/CPD meetings.
• Attend quarterly Havens Education, Audit, Research and training (HEART) meetings and contribute to the TEAR team quarterly reporting.
• Work with Clinical Leads and the Havens TEAR team to develop assurance reporting for the SARC Directorship and to support compliance declarations with the FSR Code.
• Develop and update the training matrix for each staff group or discipline
• Work with the Havens TEAR team to identify and arrange the Havens training programme each year, for staff, including new courses, and the awareness raising programme.
• Liaise with King’s departments: e.g. Education, Training and Development, (EDT) and those supporting the Learning, Education and Appraisal Platform, (LEAP). Review Departmental Mandatory
and Statutory Training, (MAST) requirements and KCH LEAP compliance reports. Provide compliance updates to the Senior Leadership Team and advise on staff records of Mandatory & Statutory Training (MAST) completed at other Trusts.
• Contribute skills and expertise to overall education and training provision, as and when necessary.
• Plan, prepare, update and contribute to the delivery of departmental specialist training programs such as the Havens Introductory Training Course and Forensic Photography training.
• Work with Clinical Leads and the Havens TEAR team to identify, develop and evaluate new training courses.


Key duties and responsibilities of the Senior Speciality Dr (Havens Forensic Physician)

As a senior employee of the Trust the postholder will work in close co-operation with, and support other clinical, medical professional and managerial colleagues in providing high quality healthcare to the Trust’s patients. Integral to these responsibilities is the following:
• The provision of a first-class clinical service
• Effective leadership to all staff engaged in the specialty
• Sustaining and developing teaching and research in conjunction with King’s College London / KHP
• Undertaking all work in accordance with the Trust’s procedures and operating policies
• Conducting clinical practice in accordance with contractual requirements and within the parameters of the Trust’s service plans
• Maintaining the confidence of business plans and development strategies formulated for the specialty, the Care Group or the Trust.

Clinical responsibilities
Contribute to the provision of an on-call rota, providing telephone advice by Senior Haven clinicians to other Haven staff; this will mean a rota of on call nights or day/night at a weekend or public holiday of approximately
1:6. This is remunerated as provided for by the current Terms and Conditions of Service - Specialty Doctor (England 2021).

The post-holder will also be expected to contribute to the separate on-call out-of-hours FME rota about 1:10, i.e. approximately 3- 4 shifts (average 36 hours) per month. These shifts are during the week at night and
during the day and night at weekends and Public (Bank) holidays and remunerated through a locally agreed on-call framework for Sexual Offences Examiners.

Together with the other senior staff across the three Havens, the postholder will be expected to provide a service for all complainants of sexual assault/rape. This includes relevant management duties for the proper functioning of the department and all aspects of forensic medical examination (FME) and follow up care, including:
• Providing an immediate response to police or self-referrals requiring a forensic medical examination.
The examinations will usually be undertaken at the Havens, but may, in certain circumstances, be conducted elsewhere such as in hospital or a care home for example
• Following appropriate training, undertake joint paediatric examination of children where acute sexual assault is suspected. The forensic medical examination will be under the supervision of a Consultant Paediatrician.
• Ensuring forensic activities are conducted to the standards required by Forensic Science Regulator Code of Practice.
• Providing appropriate medical aftercare, emergency contraception, post-exposure prophylaxis for HIV and Hepatitis B, and advice to complainants.
• Identifying safeguarding needs and complete referrals to social care at the time of examination
• Referring to other support agencies (e.g. GP, mental health team, MARAC) as required.
• Adhering to Havens clinical and administrative aftercare protocols and guidelines .

Shared responsibility with other colleagues for providing 24 hours, 7 days a week cover for the unit on a rota basis. Responsible also for covering colleagues’ periods of annual leave and short-term sickness.

Education and Qualifications

Essential criteria
  • Registerable medical qualification
  • Attainment of LFFLM(SOM), MFFLM(SOM), DLM or equivalent (or evidence of near completion)
  • Full registration and a Licence to Practice with the General Medical Council
  • Teaching skills course/qualification

Desirable criteria
  • Other higher degree or diploma (e.g., MRCOG, MFSRH, MRCGP, DipGUM, DFSRH)

Knowledge and Experience

Essential criteria
  • Experienced Forensic Physician working within a sexual assault referral service.
  • Experience in all aspects of sexual offences medicine and forensic medical examinations
  • Knowledge and experience of and compliance with child and vulnerable adult safeguarding procedures
  • Significant knowledge and understanding of the educational needs of teams working in NHS and in Forensic Medicine
  • Experience of statement writing and giving evidence in Court
  • Experience of medical audit, adverse incident reporting and quality improvement. Must be able to demonstrate ability to lead change
  • Familiar with current structure of NHS and recent changes. Knowledge of the commissioning process for SARCs and the government's approach to Health and Justice

Desirable criteria
  • Experience of conducting or supporting relevant clinical research
  • Publication of relevant review articles or case reports.
  • Experience as an appraiser
  • Experience as a line manager
  • Experience of having worked across professional and organisational boundaries.
