About Us:
THE EXTRAORDINARY STORY OF CAROL’S LIFE-CHANGING JOURNEY
As the educational arm of Westminster City Council, Westminster Adult Education Service (WAES) is a world of extraordinary stories. From Childcare & Early Years Education to ESOL, and from Accounting and Digital to the Creative Arts and more, WAES’s courses offer unparalleled opportunities to grow, develop and acquire new skills. People like Carol work to help everyone in our diverse communities to achieve their potential and transform their lives.
Carol left a music industry career back in the 80s, to volunteer in a local nursery. It changed her life. Now she’s managing a team to help create life-changing opportunities for children and families across Westminster and beyond. She’s never looked back. She loves working in, and for the benefit of, her local community.
From volunteering to getting a job in a nursery, to studying and becoming a Childcare Development lecturer, to joining Westminster City Council back in 1989, Carol has always seized every chance to keep learning and progressing. And now, she encourages her team to do the same. She puts her heart into enabling people’s development. That’s why Carol and Westminster are so well suited. We’re all about nurturing people too.
Carol’s immensely proud of her team, many of whom joined as learners. They have qualified and progressed. And they’ve achieved an Outstanding Ofsted grading together. She’s also proud that WAES can give opportunities to local people with potential.
Just as enthused and ambitious now as she was 35 years ago, there are still goals Carol wants to achieve for her team, for learners, children and families. With Westminster, she’s in exactly the right place to keep doing that.

The Role:
As Education, Health and Care Assessment and Review Coordinator, you too can make a powerful contribution. You’ll be joining and helping to improve one of the best SEND services in the country. Our Westminster Local Area Ofsted 2020 SEND inspection was really positive, and the 2022 inspection for Kensington and Chelsea built on that success. As we’re a bi-borough team, you’ll be supporting children across the two.
As the EHC Assessment and Review Coordinator, you’ll be the primary, face-to-face contact for children, young people and their families. You’ll complete an EHC Needs Assessment and a review of EHCP processes. As part of our Annual Review team, you’ll also provide amends to existing EHC plans, consulting for placements and processing phased transfers. We want to ensure that all educational transitions are well managed. Your approach will be person centred and outcome focused, with transparency and respect both being key. You’ll aim to ensure that children, young people and families are treated as equal partners in the assessment and planning process.
For your caseload, you’ll set up and maintain positive and professional working relationships with families, education, social care and health services – all while keeping compliance responsibilities in mind. While you’ll facilitate a multi-agency approach, the drawing up of a consistent, joined-up plan will sit with you. Where appropriate, you’ll assist the family with making decisions about how to best use their budget.
You’ll provide effective, efficient commissioning of suitable educational provision and school placement for children and young people with an EHCP, focusing on accountability for outcomes. To strengthen children’s links with the community, you’ll develop initiatives and partnerships. As well as this, you’ll challenge providers when outcomes are not achieved and find the best course of action.
Plus, you’ll work with the SEN Team Manager or Senior EHC Coordinator to prepare and follow up on tribunal cases, making sure all actions are completed on time.
We’d like you to be a champion for technology – using it for case management, tracking and monitoring. Also, you’ll ensure that systems are clearly and consistently updated with all relevant information in a timely manner.
We work mostly school hours and are in the locality at least twice a week. We’re an incredibly busy, dedicated team, handling high pressure situations often. Still, we’ve found that the reward of making a genuine positive difference counterbalances the challenges that we face.
Please refer to the for more information.
About You:
To be a good fit, you’ll have successfully managed an SEN caseload and complex caseload before. This may have been in an educational setting, local authority or with young people in a related field. This will have given you detailed knowledge of the Children & Families Act (2014); SEN Code of Practice 2015 and Education Act 1996 and any subsequent revisions or new legislation and successful experience of applying this in practice is essential. Also, you have knowledge of Equalities Act, Mental Capacity Act and Safeguarding legislation. You’ve gained a sound understanding of the pathways through the education system for children and young people, and a clear understanding of matters relevant to Preparation for Adulthood. Ideally, you’ll have specialist knowledge or an advanced skillset in one or more priority SEN areas.
You’ve led colleagues before. Either through supervising their caseload or through management. Plus, you’ve developed them through training.
Excellent interpersonal and clear communication skills are core to this role. You can support shared problem solving with children, young people, parents and practitioners. Working in partnership with others is important to you. When the situation calls for it, you’re able to negotiate effectively and resolve conflicts.
Superb organisational and administrative skills are key. You can manage competing demands and meet deadlines within timelines. Also, you’re confident using Microsoft Office and a case management system.
We’re interested in any relevant SEN qualifications or experience.
