The Clinical Income Manager plays a key role in influencing, recording and monitoring the Trust income position. The purpose of the role is to work closely with the Head of Income to accurately report and maximize the Trust’s income streams associated with all contractual activity, providing a comprehensive and high-quality service and support for issues relating to Management Accounting & Business Partnering, particularly all income reporting.

To assist and support the Trust Income reporting team in the billing to the relevant organisations and reconciliation to the General Ledger of the relevant income for each area on a monthly basis. Ensure that all Education and Training income due to the Trust is identified, billed, received and reported.

In providing specialist financial expertise and leadership to the business there is an almost constant requirement for the post holder to exercise intense concentration and sustained mental effort in order to analyse, understand, retain and convey information. There is a frequent need for the post holder to prioritise and re-prioritise workloads according to the demands of stakeholders and to meet financial deadlines.

Main duties of the job

Leadership

· Be a role model in how to provide a customer focused, high-quality service to managers, directors, clinicians and finance business partners

· Develop expertise within the team and contribute to the development of financial/business skills within the broader finance team and managers/clinicians in the Trust.

· Work with colleagues in Contracting, Income, Costing and information/performance management to ensure the Trust has coherent integrated information, analysis and plans.

· Support the implementation of actions in response to recommendations from Internal Audit for the enhancement of internal controls and procedures in own areas of responsibility.

· Develop a comprehensive knowledge of national accounting standards and a good understanding of financial and other NHS legislation, NHS finance policies and initiatives relating to the NHS financial regime.

· Provide robust, accurate and timely core financial reports to meet internal and external month end/ year end deadlines.

· Ensure strong relationships and regular communications with all Trust finance managers to ensure they are informed of any data quality issues relating to the financial position of the Trust, new national guidance and policy issues, etc and to provide them with clear guidance as appropriate.

Detailed job description and main responsibilities

Service Line Reporting

· Assist in the production of a Service Line Reporting model that meets the Trust’s requirements both from a financial perspective and operational perspective in terms of performance, including the maintenance and development of system & reporting tools.

· Have primary responsibility for the monthly SLR processes, ensuring all data feeds are reconciled and journals processed, providing monthly timetables and daily updates to financial management staff and reviewing all service line positions.

· Carry out monthly meetings with financial management teams, providing analysis of SLR information to support financial and operational management of services within the Trust, maintain and oversee to resolution a log of all issues arising related to SLR and provide support for any ad-hoc requests and queries concerning SLR information and reports.

· Be responsible for training all budget holders and finance staff in the use of SLR reporting information and to promote SLR as an operational management tool within the Trust.

· Lead on the annual SLR budget setting process, ensuring completeness and accuracy of all SLR recharge budgets and to liaise and agree all budgets and tariffs with service managers and Finance Business Partners.

· Ensure consistency in the methodologies and outputs between SLR and PLICS systems.

· Provide detailed analysis of SLR information to support the Head of Costing and PLICS & Benchmarking Lead.

Support the General Managers, Clinical Leads, Clinical Unit management teams and Executive Directors in understanding their SLR financial position and any emerging trends from this information.
