Programme Commercial Manager

We're looking for a Programme Commercial Manager for a public sector organisation based in London or York (hybrid) on an initial 12 months (possible extension to 18 months) contract, paying between £579 and £758 per day (Inside IR35).

This is a hybrid role with three days a week in the office.

The successful Programme Commercial Manager will lead the commercial function for a major infrastructure portfolio, reporting to the Director of Commercial Operations and partnering with senior delivery leads to shape and own the commercial strategy. You'll oversee multiple major procurement events, provide strategic oversight of procurements run by industry partners, and ensure clear, accurate reporting throughout. You'll also lead a team of commercial managers and practitioners working across diverse funding and delivery models.

You will need proven experience in the following:

Designing and delivering complex, high-value procurements in a regulated environment (PCR, UCR, PA23) or DfT/public-sector investment processes
Leading large-scale post-contract commercial activity, with sound knowledge of public sector assurance, governance and controls
Delivering complex industry change across a diverse set of stakeholders
Leading and managing large, diverse teams
Strong leadership, influencing and communication skills, including public speaking and presentation
Managing conflicts of interest and confidential information in a multi-party environment

The following would be beneficial:

Procurement or contracting for rolling stock modification
Delivering onboard ETCS
Understanding of the UK railway regulatory and commercial environment, including the Network Code and Network Change process
Understanding of rail industry business models across NR operations, passenger, freight, heritage and charter, and on-track machine businesses
