The Environment & Communities Directorate in Westminster City Council is a world of extraordinary stories. Where dedicated people like Grace are using their skills and passion to progress environmental action in the heart of London.
It was at university where Grace first started campaigning for improved recycling facilities, water refill stations, and other eco-friendly initiatives. When she saw the real difference people could make when they came together, she knew she wanted to dedicate her career to community action for the planet.
When she joined us as Principal Engagement Officer, Climate Emergency, she quickly established herself as a passionate advocate for community outreach, engaging various stakeholders across Westminster in the social causes, impacts and solutions to climate change, air pollution, and biodiversity loss.
Grace became a driving force behind our first Citizens’ Climate Assembly, which took place across two weekends in the summer of 2023. Fifty residents were chosen at random from across our diverse communities to come together, learn about the climate emergency, and deliberate how we overcome the barriers to becoming a net zero city by 2040. The assembly produced several recommendations which have informed the evolution of our Climate Emergency Action Plan. Due to the success of this initiative, we’re holding more assemblies to continue community involvement in local decision-making.

The Role:
As an Environment Officer: Clean Heat you can make your own powerful contribution to Westminster’s greener future. You’ll be working at the heart of our ambitious plan to become a net zero carbon Council by 2030 and achieve net zero for the City of Westminster by 2040. Supporting strategic management, governance and oversight, you’ll focus on the clean heat deliverables of our climate programme. This means you’ll help to support greater local energy resilience, promoting the roll-out of low carbon heating infrastructure within Westminster and beyond, and ensure this is delivered through a just transition. More than 80% of Westminster’s emissions stem from the energy used to heat and power buildings, so you stand to make a huge impact on the quality of life in our borough.
Playing a vital, hands-on role as you work to deliver the commitments set out in our climate emergency action plan, you’ll help to manage and ensure the progress of actions around clean heat activity, working with councils, service areas, delivery partners and stakeholders throughout Westminster to deliver a clean heat transition. Committed to building and maintaining positive partnerships with a number of internal and external stakeholders, you’ll also have the opportunity to support work outside Westminster, including providing clean heat delivery functions on behalf of other central London authorities.
As our understanding of how to tackle the climate emergency grows, our action plan and associated deliverables will continue to evolve, and you’ll have the opportunity to be a part of this process and contribute new suggestions. We’ll also ask you to help build our evidence to support the decisions we make, and use your own experience to guide our clean heat approach. About You:
To be a success in this stimulating role you’ll have a genuine passion for environmental sustainability and climate change issues, and in addition to the skills to take a fresh perspective on the subject, you’ll be ready to challenge ways of working and plan for the future while delivering existing project workstreams. It goes without saying that you’ll have plenty of experience of clean heat and heat networks, environmental sustainability and climate change issues, and well-developed knowledge of the latest legislation, policies and best practice.
Ideally, you’ll have good experience of successfully delivering clean energy and low carbon heat projects and work packages, and have the ability to influence and build collaborative relationships with a diverse range of colleagues and stakeholders. Capable of supporting strategy development and drawing on expertise and evidence to support the creation of new actions and aims, you’ll be exceptionally skilled at making informed decisions and driving progress, while working flexibly in a fluid, dynamic environment.
Committed to delivering work that offers great value for money and maximises the benefits delivered, you’ll have the ability to prioritise and manage tight deadlines and provide the insights necessary to analyse complex information or data. You should also be ready to work both independently and as a key member of a close-knit, highly collaborative team. And thanks to our agile and flexible approach, you’ll benefit from a combination of office and home-based working, with some evening and weekend work required to support council meetings and engagement events.
