The Environment & Communities Directorate in Westminster City Council is a world of extraordinary stories. Where dedicated people like Grace are using their skills and passion to progress environmental action in the heart of London.

It was at university where Grace first started campaigning for improved recycling facilities, water refill stations, and other eco-friendly initiatives. When she saw the real difference people could make when they came together, she knew she wanted to dedicate her career to community action for the planet.

When she joined us as Principal Engagement Officer, Climate Emergency, she quickly established herself as a passionate advocate for community outreach, engaging various stakeholders across Westminster in the social causes, impacts and solutions to climate change, air pollution, and biodiversity loss.

Grace became a driving force behind our first Citizens’ Climate Assembly, which took place across two weekends in the summer of 2023. Fifty residents were chosen at random from across our diverse communities to come together, learn about the climate emergency, and deliberate how we overcome the barriers to becoming a net zero city by 2040. The assembly produced several recommendations which have informed the evolution of our Climate Emergency Action Plan. Due to the success of this initiative, we’re holding more assemblies to continue community involvement in local decision-making.

The Role:

As a Kerbside Programme Officer with our Strategic Transport and Connectivity Department, you can make your own powerful contribution to Westminster’s success. Working with partners, stakeholders and other Council services, you’ll focus on projects that enhance the health, safety and inclusivity of our streets, and support wider aims to increase active travel as part of our ambition to decarbonise transport and reduce congestion. Supporting the delivery of cycling, active travel, cycle parking, bus priority and road safety schemes, and ensuring compliance with agreed scopes, standards and timescales, you’ll also coordinate with internal teams, contractors, designers and suppliers to ensure projects are delivered on time, within budget and conform to guidance standards.

Conducting site visits and attending project meetings, you’ll report on relevant KPIs and targets, monitor performance, prepare the documentation required for governance, procurement and legal processes, and work on the cost information and inputs required for funding submissions. Ensuring all work is carried out in line with legal, regulatory, policy and procedural requirements, and ready to assist with equality, safety and environmental impact assessments, we’ll also expect you to keep accurate records relating to the performance and delivery of your projects.

Always ready to offer clear updates to senior colleagues on the progress of projects, and willing to respond to any Freedom of Information requests, this is a role where you’ll engage with residents, businesses, suppliers and local organisations, work that will include exhibitions, drop-ins, online events and community sessions. With this in mind, you should be prepared to handle any objections, concerns and issues raised through consultation processes, produce briefing materials and updates for senior officers, and maintain empathetic and collaborative relationships with everyone you interact with.

About You:

With well developed experience of delivering transport, infrastructure or active travel projects, ideally within a local authority or consultancy environment, you’ll have a good understanding of the various issues faced by the diverse communities we serve, and possess the ability to manage projects from inception to delivery. It’s important that you have good knowledge of the design principles and policies relating to cycling and walking infrastructure, and in addition to a good understanding of project management, budgets and financial reporting, you should be capable of applying robust health and safety procedures to everything you work on.

A strong and analytical communicator with flexible team working, problem solving and risk management skills, you’ll have a good awareness of safeguarding principles and how they apply to diverse community-facing projects. A confident workshop leader and presenter with proven experience of managing projects within complex political, public-sector compliance or regulatory environments, you should also have the skills to identify and highlight commercial opportunities., and use data and information to build fact-bases that support decision making.

A relevant qualification in transport planning, engineering or project management would be desirable, and you should be a confident user of Microsoft’s suite of software, with a particular focus on Word, Excel and PowerPoint. Able to resolve issues and identify service improvements both independently and as part of a collaborative team, you should also be committed to the principles of equity and diversity, and be open to new approaches that overcome obstacles in pursuit of the achievement of our long-term goals.
