Job Description

Strategy, Policy & Engagement Advisor - 6 months - Manchester, London or Bristol - £450pd - SC Cleared

A major central government organisation is seeking a Strategy, Policy & Engagement Advisor to support a high-profile digital transformation programme. Working within a large multidisciplinary environment, you will help shape strategic initiatives, engage stakeholders across the public sector and support the delivery of services that impact millions of users. This is a fast-paced role operating at the intersection of strategy, engagement, service transformation and digital delivery. The successful candidate will work across multidisciplinary teams, bringing together stakeholders from policy, operational, service design, product and delivery backgrounds to solve complex challenges and drive strategic outcomes. The role combines immediate delivery priorities with longer-term strategic discovery and transformation work. You will support engagement activities across the public sector, help organisations understand and prepare for new service capabilities, and contribute to future service and operating model development.

Candidates should ensure their CV clearly demonstrates government experience, stakeholder engagement across complex environments, multidisciplinary working and experience supporting live digital services rather than purely policy-focused work. Please note, candidates must hold an active or transferable SC Clearance prior to starting.

Key Responsibilities:

  • Support delivery of strategic programmes and transformation initiatives across government
  • Work across policy, operational, digital and technology teams to develop evidence-based recommendations
  • Engage stakeholders across government and public sector organisations to build alignment and support adoption activities
  • Support implementation and operational readiness activities across multiple organisations
  • Analyse complex information from a range of sources to identify risks, opportunities and solutions
  • Provide briefings, reports and recommendations to senior leaders and stakeholders
  • Work collaboratively with multidisciplinary teams including product, delivery, design and research professionals
  • Identify dependencies, risks and delivery challenges, helping teams navigate ambiguity and change
  • Support discovery activities to understand user needs, operational processes and future service requirements
  • Contribute to strategic planning and future service development initiatives

Ideal Candidate:

  • Experience working within Central Government, Local Government or wider public sector organisations
  • Strong stakeholder engagement and relationship management skills across complex environments
  • Experience translating complex business challenges into practical recommendations and actions
  • Comfortable working with multidisciplinary teams in digital, technology and service delivery settings
  • Experience supporting live digital products or operational services used by customers, citizens or service users
  • Ability to operate effectively in fast-paced, evolving and ambiguous environments
  • Strong communication skills with experience preparing briefings for senior audiences
  • Confident self-starter capable of driving work independently and proactively
  • Strong analytical, problem-solving and critical thinking skills
  • No mandatory qualifications, although experience in digital transformation, strategy, service design or organisational change would be advantageous

Desirable Experience:

  • Cross-government stakeholder engagement and collaboration
  • Large-scale digital transformation programmes
  • Product discovery and product life cycle environments
  • Service transformation and organisational change initiatives
  • User-centred design, service design or user research exposure
  • Working within high-profile, ministerial or politically sensitive programmes
  • Experience supporting implementation and adoption of new services across multiple organisations
  • Suitable backgrounds include Strategy Advisor, Engagement Manager, Service Transformation Manager, Delivery Manager, Product Manager, Service Designer, Business Change Manager or Digital Transformation Consultant
