Strategic Head of Place - Housing
We are looking for an exceptional leader to join a forward-thinking local authority as the Strategic Head of Place - Housing. This senior leadership position will oversee the full scope of housing strategy and management services for over 17,000 homes, including general needs, leasehold, supported housing, and temporary accommodation. You will be responsible for embedding a resident-first culture and leading service transformation to deliver outstanding outcomes across homelessness prevention, neighbourhood services, allocations, tenancy sustainment, and more. You will join a dynamic and collaborative executive team, playing a pivotal role in shaping strategic direction, driving innovation, and ensuring compliance with regulatory standards across all housing functions. Key Responsibilities
- Lead the Housing Management Division, delivering high-quality services to tenants and leaseholders.
- Oversee development and implementation of the Council's Housing Strategy, including homelessness prevention, allocations, and supported housing commissioning.
- Drive service transformation, cultural change, and organisational improvement across the division.
- Manage large teams, ensuring strong performance, financial control, and value for money.
- Provide expert leadership on all matters of housing legislation, regulatory compliance, safeguarding, health & safety, and welfare reform.
- Represent the service in strategic partnerships with Members, stakeholders, contractors, and resident groups.
- Champion resident engagement, performance culture, and continuous improvement.
- Develop and maintain strong relationships with political stakeholders and executive leadership.
- Ensure all services are inclusive, customer-focused, and strategically aligned to place-based priorities.
- Extensive senior management experience in social housing.
- Proven ability to lead large, multidisciplinary teams in a complex, political environment.
- Deep understanding of housing legislation, regulatory frameworks, and housing strategy.
- Track record of delivering transformation and performance improvement.
- Strong leadership, communication, and stakeholder engagement skills.
- Commercial acumen and significant experience managing large budgets.
- Commitment to equalities, inclusion, and resident-focused service delivery.
- Educated to degree level or equivalent with evidence of ongoing professional development.
