Now a senior manager, she first joined as a college leaver in finance. Today, we depend on Kate’s analytical powers to keep track of the condition of over 21,000 of our tenanted and leasehold homes – from roofs and windows to kitchens and bathrooms. Kate’s committed to achieving the Decent Homes Standard for all our tenants and a high standard for all our leaseholders. Her passion is numbers but, because she grew up in social housing, she also understands the human stories behind the data. More than that she understands the disruption renewal work entails. So when an elderly resident’s family mentioned that their mother needed not just a new kitchen, but adaptations to her bathroom, Kate got right on to it. She co-ordinated with colleagues to assess the resident’s disability needs. Kate’s worked hard to ensure our routine external and internal stock condition surveys pick up on repairs and health & safety issues at the same time. And, by recognising patterns in the data that’s gathered, she makes a vital contribution to forward planning for large-scale capital renewal works.The Role:
As a New Developments Manager, you can make your own powerful contribution to Westminster’s success. You’ll play a central role in making sure new homes are brought into the Housing Directorate in the right way – smoothly handed over, properly set up and ready to work as part of business-as-usual services from day one.
Working across Housing, Housing Management and Regeneration and Development (R&D), you’ll help shape how new homes are specified, designed and prepared for long-term management. You’ll collaborate with colleagues to make sure design specifications and maintenance requirements line up, and that homes are delivered to the right standards, within agreed timescales and budgets. Using performance data and insight, you’ll help make sure homes transition properly into systems and processes for ongoing asset management, reducing the need for future changes, bespoke maintenance arrangements or avoidable costs. You’ll also help strengthen how the service works behind the scenes. This includes shaping digital onboarding, supporting asset data assurance and helping develop systems and processes that improve reporting, compliance and long-term management. Taking a lifecycle approach, you’ll work with Finance, Programme and Project teams to build scenarios, set targets and make sure standards continue to improve over time. The role is also about being the link between different teams and priorities. You’ll represent Housing in conversations with external teams, while also making sure R&D projects are understood internally across Housing in good time. You’ll provide expert advice on housing matters, highlight risks early and help make sure new homes can be integrated into the portfolio in a practical and value-for-money way. Alongside this, you’ll contribute to innovation in how homes are delivered, support the integration of BIM principles, and act as the new homes lead for asset data assurance. You’ll also help identify investment opportunities, contribute to bids for grants and additional funding, and provide clear reports and audit trails to support senior decision-making. It’s a role with a lot of collaboration and visibility. You’ll build strong relationships with colleagues, residents, resident groups, councillors and partner organisations, representing the Council confidently and helping shape how new homes are delivered and managed. You’ll bring experience of working collaboratively across teams and directorates to shape requirements for new homes, balancing resident need with the realities of ongoing repairs, servicing and maintenance. An assets-based background in social housing will be important here, along with a good understanding of asset management standards, assurance approaches and the wider challenges facing local government.
You’ll be comfortable using technical knowledge to sense check proposals, test their validity and develop alternatives where needed. Understanding component information, financial data and value for money will come naturally, and you’ll be able to use appraisal techniques, business cases and scenario modelling to frame choices clearly – including whole-life value, risk and wider social or environmental impact. A strong grasp of building safety and compliance is essential. You’ll understand the statutory and regulatory framework that shapes the sector, and have experience monitoring performance against legal, regulatory and best practice requirements. You’ll also bring practical experience of Building Information Modelling, including Exchange Information Requirements and BIM Execution Plans, using these to support strong asset data management and digital delivery. Working with data will be a key part of how you think. You’ll be able to work with asset, repairs and compliance datasets to define the right questions, validate inputs with specialists and turn evidence into useful insight. Keeping systems and records up to date, and making sure portfolio changes are accurately reflected in reporting, will feel like a normal part of the role. You’ll also be confident acting as an intelligent client – commissioning specialist surveys or consultancy where needed, managing contracts and projects effectively, and keeping clear, auditable decision trails. Preparing reports and briefings for senior leaders, residents and partners will be something you’re comfortable with, and you’ll know how to explain complex information in a way that is balanced, accessible and easy to follow. Just as importantly, you’ll bring a positive and supportive leadership style. You’ll have experience leading change, working through uncertainty and taking a cross-organisational approach in politically sensitive or similarly challenging environments. You’ll be someone who can coach others, build capability and encourage continuous improvement, while bringing strong communication skills, good IT skills and an innovative approach to problem solving and achieving value for money.
