About the Role:
We are seeking an experienced Cost Manager with a strong background in the utilities sector (water, energy, power, or telecoms) to oversee cost control, forecasting, and commercial performance on critical infrastructure and utility projects. You will play a key role in ensuring value for money and commercial governance throughout the project lifecycle.

Key Responsibilities:
Manage project budgets, cost forecasting, and financial reporting for utility infrastructure projects.

Provide accurate and timely cost advice to project stakeholders.

Conduct cost risk analysis, value engineering, and benchmarking exercises.

Support procurement processes, including preparation of tender documents and contract evaluation.

Administer contracts under NEC, JCT, or bespoke forms, ensuring compliance and managing change control.

Collaborate with project managers, engineers, and commercial teams to maintain cost discipline.

Produce cash flow forecasts and earned value analysis.

Ensure cost data is accurately maintained and aligned with corporate systems.

Requirements:
Proven experience as a Cost Manager, Quantity Surveyor, or Commercial Manager within the utilities or infrastructure sectors.

Strong working knowledge of NEC3/4 or JCT contracts.

Experience working on capital investment or asset maintenance programmes (water, gas, electricity, or broadband).

Strong commercial acumen and analytical skills.

Proficiency in cost management tools (e.g. CATO, CostX, Excel).

Relevant degree (e.g. Quantity Surveying, Construction, Commercial Management).

Professional accreditation such as MRICS or equivalent (desirable).

Desirable:
Experience working with clients such as National Grid, Thames Water, UKPN, SSE, BT Openreach, or major contractors in the utilities space.

Knowledge of regulatory frameworks (e.g. OFWAT, OFGEM).

PRINCE2 or APM certification beneficial but not essential.
